Ratification by the U.S. Congress of the new START Treaty
France welcomes the ratification by the U.S. Congress of the new START Treaty, signed with Russia on April 8, which provides for new bilateral reductions of strategic offensive arms by the two countries.
This is an essential step towards the entry into force of this treaty; France would like to see its swift implementation.
France, together with its European partners, supports the continuation of the bilateral American-Russian process to reduce nuclear arsenals. This is an important element of the European Action Plan on Disarmament adopted by the 27 European Union Heads of State and Government under French presidency. It is also a key recommendation of the action plan adopted by the Non-Proliferation Treaty (NPT) Review Conference in May. Reducing Russian and American nuclear arsenals is indeed a disarmament priority since the two countries still possess almost 95% of the global nuclear weapons stockpile.
This new nuclear disarmament treaty reflects the determination of the United States and Russia to work resolutely towards a safer world. France, which – for many years now – has taken concrete, irreversible measures concerning disarmament, fully supports these two countries in this effort. It is delighted that other nuclear powers are committing to the path which, along with the United Kingdom, it has been following for more than a decade now, in keeping with a posture of strict sufficiency of nuclear arsenals.
France is calling for the ratification of the Comprehensive Nuclear Test-Ban Treaty (CTBT) so that this essential treaty on disarmament can enter into force.
